"The Windows Installer Service Could Not Be Accessed" error message when you install a program in Windows XP

A Microsoft KB article by that name is at: http://support.microsoft.com/kb/315353

While you're at it, make sure the Windows Installer service is started by starting SERVICES.MSC.
