For many, updating to the latest drivers solves the problem. For me, the problem was fixed by changing the Refresh Rate to 60 Hertz. To do that:

1. Right-click the desktop
2. Choose Personalize to open the personalization window
3. Choose Display Settings to open the Display Settings dialog
4. Click the Advanced Settings... button
5. On the Monitor tab you'll find the Screen Refresh Rate setting. For some reason, the driver defaulted to 50Hz and I had to change it to 60Hz. You can try whatever is available, but I'd start with the one closest to your power frequency. For the US/NTSC that's 60Hz. For Europe/PAL I think it's 50Hz.
6. Click as many OK buttons as necessary to commit the changes.
