I've found a blog post about this problem here.

The upshot of it all is that if you'll go to a Command prompt and enter:

CD %windir%\PCHealth\HelpCtr\Binaries

then enter:

start /w helpsvc /svchost netsvcs /regserver /install

then Help and Support will reappear in the Services control panel, but it won't be started. If you want to start it, enter:

net start helpsvc

We've put up a batch file that will execute these commands and then exit here.
